Minimum height of each option row in popup mode, vertical padding included (COUI coui_popup_list_window_item_min_height). Matching COUI DefaultAdapter.configItemVerticalPadding, the first/last rows additionally grow by the folded-in list inset (coui_popup_list_padding_vertical), i.e. by FirstLastVerticalPadding - MiddleVerticalPadding per affected edge.
